Urbanisation Fees?

We have recently bought a an old property that was built many years prior to the urbanisation that now surrounds it.

My question is: do we have to pay urbanisation fees?

We have just left an urbanisation where the owner of an old house has never had to pay them. Furthermore our house is at the entrance of the urbanisation so we dont use the roads or benefit from street lighting etc etc.
