You do. You can order and pay for them online. There are different types, fishing from the beach, from a boat, or sweet water fishing.
You need class 1 from the beach and download the forms and see which office to send it to from here:
http://www.juntadeandalucia.es/agriculturaypesca/portal/oficina-virtual/areas-tematicas/pesca-y-acuicultura/clase-1-desde-tierra.html

Although you will need a Spanish speaker to help you...
It costs €5.65 and the addresses are on here, along with what you can catch
